MRT-3 deploys first 3 Dalian-made LRVs

At last, the Department of Transportation (DOTr) started deploying new trains from CRRC Dalian to the Metro Rail Transit Line 3 (MRT-3) on Sunday (Oct. 28, 2018), after a long audit, adjustment and validation process.

Out of 48 Light Rail Vehicles (LRVs), MRT-3 has deployed three LRVs equivalent to one train set for passenger service after assessment and validation.

The other LRVs are undergoing the assessment and validation procedures and will be gradually deployed once cleared.

TUV Rheinland, an ISO 17020 and 17025 certified German company, conducted Independent Safety Audit and Assessment on 48 Dalian trains delivered between September, 2015 to January, 2017.

The audit addressed issues on weight, signaling and maintenance equipment compatibility.

DOTr Secretary Arthur Tugade asked CRRC Dalian to do these and perform all other identified adjustments at no cost to the government.

As CRRC Dalian started working on the necessary adjustments in July, 2018, Japanese company Toshiba Infrastructure Systems supervised and assessed the process alongside TUV Rheinland.

An MRT-3 Advisory Panel, consisting of railway specialists from the Asian Development Bank (ADB), Australia Aid, and local experts from the Philippine National Railways (PNR), also participated in the evaluation and validation.

This development comes at the heels of mobilizing Sumitomo and Mitsubishi Heavy Industries (MHI) as the rehabilitation and maintenance service provider of the 18-year-old MRT-3.

Starting last October 15, a contingent of Sumitomo and MHI engineers have been in the MRT-3 Depot daily for advance transition works.

“Our problem with the MRT-3 is not just the lack of LRVs, which will be solved by the additional Dalian trains. We also have problems with the old trains, the railway tracks. The old signaling systems and others. We have to fix a lot of things,” explained DOTr Undersecretary for Railways TJ Batan.

“For these reasons, we contracted a single-point-of-responsibility service provider, the one who originally designed and built the MRT-3.”

The DOTr expects the Exchange of Notes and Loan Agreement between the Philippines and Japan to be signed early next month, ahead of the upcoming meeting of the Philippines-Japan High Level Joint Committee on Infrastructure and Economic Development in Manila in mid-November.

Apart from an improved and rehabilitated MRT-3, Filipinos can also look forward to other railway projects all over the country, Undersecretary Batan added.

“The MRT-3 is only 17 kilometers long. We are now constructing over 1,500 kilometers of new railways from Luzon to Mindanao, most of which will be completed by 2022.”

After years of delay, DOTr begins adding Dalian trains to MRT3

Two years after they arrived in the Philippines, China-made Dalian trains began their deployment for the Metro Rail Transit Line 3 (MRT3) system on Saturday, October 27.

The Department of Transportation (DOTr) on Saturday added a train with 3 train cars to the MRT3 system. Transportation Secretary Arthur Tugade himself led the agency's team as the train set completed its first route for the public from North Avenue to Taft Avenue.

During a live broadcast on DOTr's Facebook page, officials were seen greeting Saturday morning commuters, who quickly noticed the new train's glossy finish and its cooler air conditioning system.

The Dalian trains are expected to reduce the frequent breakdowns of the MRT3 system, which registered almost daily breakdowns from January to February 2018.

Just one for now: The first train is expected to be followed by another one "very soon," according to DOTr Undersecretary John Batan.

"Okay naman, sinakyan natin kanina. 'Yun talaga ang objective natin na makita natin ang kaniyang performance.... Regular operations po siya (The ride was okay. That was our objective, to see its performance.... It's already for regular operations)," Batan said.

The other trains are still under repairs to meet DOTr's criteria, after the trains were deemed incompatible for the MRT line when they arrived in 2016. Manufacturer CRRC Dalian Company Limited has since then agreed to pay for the trains' revamp.

When will other trains come? There are 45 other coaches that have yet to be deployed. Asked for an estimate on when the public could use them, Batan said it would be difficult to say.

The DOTr has insisted on a stringent screening process of the trains which consist of:


  • a 1,000-kilometer (km) test run
  • a functionality test to examine its features like its doors, lighting, braking system, etc
  • an examination by German company TUV Rheinland
  • an examination by Japanese company Toshiba Infrastructure Systems
  • a validation by the Philippine National Railways


So far, only 14 train cars have completed the 1,000-km test run.

"The instruction of Secretary Tugade is that we do not rush into this so we do not compromise the safety [of passengers]," Batan said in a mix of English and Filipino.

MMDA to close portions of Roxas Blvd. for Jesus is Lord event Saturday

The Metropolitan Manila Development Authority (MMDA) will be closing a portion of Roxas Boulevard in Manila on Saturday, October 27, to give way to the 40th Anniversary of Jesus Is Lord (JIL) Church at Rizal Park.

Three southbound lanes from Kalaw to P. Burgos will be off-limits to vehicles starting at 12:01 in the morning for some technical preparations. The remaining lanes will then closed from 10 in the morning up to 12 midnight for the activities lined up for the event.

Orange barriers and cones will be placed on the affected areas to guide motorists.

MMDA General Manager Jojo Garcia said the event will be utilizing the Quirino Grandstand and is expected to draw at least 100,000 participants.

“We advise the public to stay away from the area if you have no important business there,” Garcia said.

President Duterte and other government officials are expected to show up at the celebration because JIL founder Bro. Eddie Villanueva is also celebrating his 72nd birthday last October 6. Mr. Duterte is expected to address the rally at 5 p.m.

Traffic enforcers will also be working hand in hand with the Manila local government in managing traffic and ensuring the safety of the participants.

One lane on streets of Kalaw, Bonifacio Drive, and P. Burgos will serve also as drop off points of buses carrying the participants.

Designated parking areas are in Intramuros, Cultural Center of the Philippines (CCP) and Philippine International Convention Center (PICC).

PH, Japan to sign MRT rehab loan deal before end of October

The Philippines and Japan are set to sign a loan agreement for the rehabilitation of the Metro Rail Transit Line-3 (MRT-3) before the end of this month.

This will pave the way for the entry of a Japanese maintenance provider that will take over the railway system’s maintenance and rehabilitation, according to the Department of Transportation (DOTr).

The Japan International Cooperation Agency (JICA) has offered to provide a loan amounting to 38 billion yen or PHP18 billion for the MRT rehabilitation.

“Before the end of October, a loan agreement will be signed by the Philippines and Japan for the complete rehabilitation of MRT-3. Once the loan agreement is signed, the Japanese maintenance provider will take over but this will not be immediately as it will undergo a transition period,” DOTr communications director Goddes Hope Libiran said in a text message to the Philippine News Agency (PNA) late Wednesday.

The department has earlier said that it is eyeing Japanese company Sumitomo-Mitsubishi Heavy Industries Ltd. as maintenance provider for the MRT.

In August, the National Economic and Development Authority Board’s Investment Coordination Committee-Cabinet Committee has approved the PhP 22.061-billion MRT maintenance project.

The rehabilitation will increase the number of train sets in operation from 15 to 18 train sets per hour, increase the maximum speed to 60 kilometers per hour and decrease headway to 200 seconds.

The DOTr, through the Philippine National Railways, is likewise conducting testing runs of the 48 trains that were purchased from Chinese firm CCRC Dalian to determine if these are safe for public use.

The PNR will then recommend whether the train sets are suitable for revenue service or there is still a need for CCRC Dalian to make adjustments.

CCRC Dalian has earlier said it has agreed to shoulder the costs of the modifications on the trains.

The findings of an audit conducted by independent audit and assessment consultant, TUV Rheinland, earlier this year showed that the weights and measurements of the Dalian trains did not comply with DOTr's terms of reference.

It downplayed reports that certain groups would bomb the gathering, saying this was a raw information that needed to be validated.


“At any rate we always adopt the principle of considering the worst-case scenario. We have incorporated that in our plan and we are prepared,” he said.


It pointed out that their main concern was traffic. “Some people will be coming from Manila and going to Makati and vice versa,” he said.

He however said that he was not implementing any re-routing in Manila, unless necessary.

“Initially, we feel that there's no need for re-routing. Our traffic plan is very flexible. Just in case there's a need for a re-routing, we have contingency plans for these,” he said.

The Rizal Park can accommodate 2 million people.

Traffic enforcers will also be working hand in hand with the Manila local government in managing traffic and ensuring the safety of the participants.

One lane on streets of Kalaw, Bonifacio Drive, and P. Burgos will serve also as drop off points of buses carrying the participants.

Designated parking areas are in Intramuros, Cultural Center of the Philippines (CCP), and the Philippine International Convention Center (PICC). 

MMDA to close Manila portion of Roxas Blvd.

The Metro Manila Development Authority has announced it will close portion of Roxas Boulevard in Manila on Saturday in connection with the celebration of the 40th anniversary of Jesus Is Lord Church Worldwide at the Rizal Park.

Three lanes from Kalaw Street to P. Burgos (southbound) will be off-limits to vehicles beginning at 12:01 am for some technical preparations in the area.

Remaining lanes on the said portion will be totally closed from 10 am up to midnight for activities lined up for the event.

Orange barriers and cones will be placed on the affected area to guide motorists.

MMDA general manager Jose Arturo Garcia Jr. said the event would utilize the Quirino Grandstand and the whole Rizal Park and is expected to draw 100,000 to 5 million participants.

“We advise the public to stay away from the area if you have no important business there,” he said.

President Rodrigo Duterte and other government officials are expected to show up at the celebration because JIL founder Bro. Eddie Villanueva is also celebrating his 72nd birthday last October 6. Mr. Duterte is expected to address the rally at 5 p.m.

Bahagi ng Roxas Boulevard, isasara sa Sabado

Isasara sa mga motorista ang isang bahagi ng Roxas Boulevard sa Sabado, Oktubre 27, para bigyang daan ang pagdiriwang ng ika-40 anibersaryo ng Jesus Is Lord (JIL) Church sa Rizal Park.

Tatlong southbound lane mula Kalaw hanggang Padre Burgos ang isasara simula 12:01 ng hatinggabi para sa technical preparations, ayon sa abisong inilabas ng Metropolitan Manila Development Authority (MMDA) ngayong Miyerkoles.

Ang mga natitirang lane sa naturang bahagi ay tuluyang isasara mula alas-10 ng umaga hanggang hatinggabi para sa mga aktibidad na nakapila para sa pagdiriwang.

Maglalagay ng mga orange barrier at cone sa mga apektadong lugar para magabayan ang mga motorista, sabi sa abiso.

Gagamitin din ang Quirino Grandstand sa okasyon, na inaasahang dadaluhan ng 100,000 tao, ayon kay MMDA general manager Jojo Garcia.

He however said that he was not implementing any re-routing in Manila, unless necessary.

''Initially, we feel that there's no need for re-routing. Our traffic plan is very flexible. Just in case there's a need for a re-routing, we have contingency plans for these,'' he said.

Fernandez said the Rizal Park can accommodate 2 million people.

Part of Roxas Boulevard to close on Saturday


A portion of Roxas Boulevard in the City of Manila will be closed to traffic on Saturday, October 27, for the 40th anniversary of Jesus is Lord (JIL) Church at the Rizal Park.


Three lanes from Kalaw to P. Burgos going southbound will be closed to motorists starting 12:01 am for some technical operations, according to an advisory from the Metropolitan Manila Development Authority (MMDA) on Wednesday.


Remaining lanes on the said portion of the road will be totally closed from 10 am until 12 midnight, the advisory added.


MMDA General Manager Jojo Garcia said the JIL would use the Quirino Grandstand as venue for the event. Around 100,000 to fifty million participants are expected to attend the anniversary celebration.


“We advise the public to stay away from the area if you have no important business there,” Garcia said.

Lock, stock & barrel bidding sets aside P20B offer on MRT

The government has decided to auction off the rehabilitation, operation and maintenance of Metro Rail Transit line 3 (MRT-3) this year, setting aside an unsolicited proposal submitted by the consortium of Metro Pacific Investments Corp. (MPIC) and Ayala Corp.

Arthur Tugade, Department of Transportation (DOTr) secretary, told reporters the agency will not pursue the unsolicited proposal for MRT-3 and will instead bid out the project in one package including the equity and  debt.

“I will make it (MRT-3) a solicited proposal. The package is lock, stock and barrel,” Tugade said.

The DOTr’s change in policy will set aside the P20-billon proposal of the MPIC-Ayala consortium to rehabilitate, operate and maintain the rail system for 30 years.

In September last year, DOTr awarded original proponent status to the group.

The consortium increased the project investment from P12.5 billion to P20 billion to cover the expenses for the buyout of the government and private sector stakeholders in the rail system.

It  has started the conduct of due diligence — evaluating the engineering, architectural and marketing aspects of the project.

The due diligence was put on hold in the middle of the year as the  government had wanted to address issues hounding MRT-3 , such as the need to appoint a new maintenance operator as well as the tests on the suitability of the trains provided by China’s Dalian Corp.

David Nicol, MPIC chief finance officer said, if the bidding is based on the proposal that the consortium submitted, the government should pursue  Swiss challenge. But he did not elaborate whether or not the consortium will challenge the bidding.

The DOTr is expected to turn over by next month the maintenance operation of MRT-3 to Sumitomo Corp. of Japan.

Sumitomo will conduct rehabilitation and maintenance works to restore MRT-3 to its original design condition and capacity. The contract period is  31 months, plus 12 months for defect liability period.

The scope of works of the project, with cost estimated at ¥34.480 billion or P16.985 billion,  covers the MRT-3’s trains, power supply system, overhead catenary system, radio system, CCTV system, PABX public address system, signaling system, rail tracks, road rail vehicles, depot equipment, elevators and escalators, and other station building equipment.

In November last year, the DOTr took over the maintenance operation of MRT-3 following the termination of a P3.8-billion contract with Busan Universal Railways Inc.

As of October 19, DOTr MRT-3 served 353, 553 passengers, traveled a total distance of 4,455 kms., and completed 135 loops. It also recorded an average of 15 running trains at peak hours, 15 running trains at off-peak hours, and an average headway of 7 minutes.

‘NLEX Harbor Link Camanava area passable by Xmas’

The North Luzon Expressway (NLEX) Harbor Link Segment 10 in the Camanava (Caloocan, Malabon, Navotas, Valenzuela) area will be passable by Christmas.

He noted that works are getting close to completion now that the DPWH has given 100 percent of the right-of-way between Karuhatan, Valenzuela City to C3 Road, Caloocan City.

He said the completion of the project will be the Duterte administration and Metro Pacific Tollways Corp.’s Christmas gift to the people as they target to deliver it in time for the holidays.

“We will try to finish this just in time for the Christmas rush to help ease the public’s traffic woes and it will be passable by holiday season,” Villar said.

NLEX Harbor Link Segment 10 is composed of the 5.65-kilometer elevated expressway traversing the NLEX from McArthur Highway Karuhatan, Valenzuela City, passing through Malabon City and C3 Road, Caloocan City and the 2.6-km section between C3 Road, Caloocan City, and R10 in Navotas City.

Villar said that the first section is now 83 percent complete while the construction progress of the second section stands at 5 percent.

The project is envisioned to boost the country’s transport and logistics industry as cargo trucks will have 24/7 direct access from the port area in Manila to the northern provinces of Luzon via the NLEX.

Franco said that aside from providing travel convenience, the NLEX Harbor Link Segment 10 will spur massive investment in communities.

“The NLEX construction team is working nonstop to complete the project by the end of this year,” he added.

NLEX Harbor Link 100% complete – DPWH

The Department of Public Works and Highways (DPWH) on Friday said the North Luzon Expressway (NLEX) Harbor Link Segment 10 is getting close to completion and has delivered 100 percent of the right-of-way (ROW) between Karuhatan, Valenzuela City to C3 Road in Caloocan City in Metro Manila that would benefits more Bulakenyos. DPWH Secretary Mark Villar said full completion of the project that would be passable for any type of vehicles particularly cargo trucks is expected by the end of this year, just in time for the Christmas rush. He inspected the newly constructed portion of the project at the Manila North Road, former MacArthur Highway in Karuhatan, Valenzuela City with Metro Pacific Tollways Corp.’s NLEX President and CEO Rodrigo Franco and members of the Build Build Build team. The elevated expressway will ease and lessen traffic congestion in Metro Manila, particularly along Edsa wherein over 30,000 motorists per day are expected to use the NLEX Harbor Link. Motorists coming from Bulacan and some parts of the north area going to Manila using the Harbor Link will lessen their travel time while Manila Port to NLEX will take approximately 10 minutes.

NLEX Harbor Link Segment 10 gets 100% Right of Way

The North Luzon Expressway Harbor Link Segment 10 is nearing completion after the Department of Public Works and Highways (DPWH) has delivered a 100-percent settlement of the right-of-way between the Valenzuela-Caloocan City coverage.

During the inspection, Public Works Secretary Mark Villar expressed his hopes that the project will be completed in time for the yuletide season to lighten up the public’s traffic problems.

“We are happy that our team was able to deliver 100 percent right-of-way for the NLEX Harbor Link Segment 10. We hope that we can finish this just in time for Christmas rush to help ease the public’s woes,” Villar said.

In his speech, Villar said that around 30,000 Type-3 large vehicles are targeted to use this road, thereby decongesting major cities. With a target delivery date of Christmas (passable by the said time), the expected travel time from NLEX to the Port Area is 20 minutes.

The NLEX Harbor Link Segment 10 is a 5.65-kilometer elevated expressway that is designed to traverse the NLEX from McArthur Highway in Karuhatan (Valenzuela), passing through Malabon and C3 Road (Caloocan) and the 2.6-kilometer section from C-3 Road and R10 (Navotas). The first section (McArthur-C3 Road) is already at 83-percent completion, while the construction progress for second portion (C-3 Road to Navotas) is at five percent already.

Metro Pacific Tollways and NLEX Corporation President Rodrigo Franco assured that the construction team is working to complete the project before year-end. Franco added that the Harbor Link Segment 10 will provide travel convenience and spur massive investments in its host communities.

Relatedly, he revealed that his company has already submitted a proposal to the Toll Regulatory Board (TRB) for a PHP6 increase on the current toll rates. The targeted increase came with the project proposal submitted in 2014, which is subject to final review and is awaiting for the board’s decision on the matter.

NLEX to finish harbor link by end of 2018

NLEX Corp. on Friday said it expects to complete the P10.5-billion North Luzon Expressway Harbor Link Segment 10 before the end of the year after the Department of Public Workers and Highways delivered 100 percent right of way for the project.

Metro Pacific Tollways and NLEX president Rodrigo Franco said the company’s construction team was working nonstop to complete the project by the end of this year.

“We are happy that our team was able to deliver 100 percent right-of-way for the NLEX Harbor Link Segment 10. We hope we can finish this just in time for the Christmas rush to help ease the public’s traffic woes,” DPWH Secretary Mark Villar, said.

Including the extension to R10, the total project cost is P16.5 billion.

Manila to NLEX expressway targets completion and opening in December

Road right-of-way for the North Luzon Expressway Harbor Link Segment 10, an elevated expressway from Manila to the NLEX, has been delivered, keeping the construction on track, Public Works and Highways Secretary Mark Villar said Friday.

Villar announced that the project “is getting close to completion now that the Department of Public Works and Highways (DPWH) has delivered 100 percent of the right-of-way (ROW) between Karuhatan, Valenzuela City to C3 Road, Caloocan City.”

“We are happy that our team was able to deliver 100 percent right-of-way for the NLEX Harbor Link Segment 10. We hope we can finish this just in time for the Christmas rush to help ease the public’s traffic woes,” Villar said.

NLEX Harbor Link Segment 10, which started in May 2014, aims to decongest Metro Manila by providing access to NLEX without passing through EDSA or the Balintawak Toll Plaza.

It also aims to provide better movement of cargoes from Port Area in Manila to the northern part of Luzon. It will provide a direct connection between R10 (Radial Road 10) and NLEX.

NLEx Harbor Link Segment 10 could be open by December – Villar

CITY OF MALOLOS– The expected heavy Christmas traffic in Metro Manila may be eased with the scheduled opening in December of the P10.5 billion North Luzon Expressway Harbor Link Segment 10.

The North Luzon Expressway Harbor Link Segment 10 provides an alternative route between the Port of Manila and north Luzon provinces.

“It will be passable by Christmas time. It will be this administration and the Metro Pacific Tollways Corporation’s (MPTC) Christmas gift to our people as we target to deliver it in time for (holidays),” said Public Works Secretary Mark Villar on Friday (Oct. 19).

Segment 10 is an elevated road built along the NLEx to connect Valenzuela City to Caloocan City, in order to ease Manila road congestion that has been blamed on cargo trucks and other haulers. NLEx is owned and operated by a subsidiary of MPTC.

Villar said work on Segment 10 is now 90 percent complete. Once opened, it will take in 30,000 cargo trucks that normally traverse through Edsa and other north-bound roads of Metro Manila, he said. Harbor Link Segment 10 would also cut the travel time between the Port of Manila and NLEx from 1 hour to just 10 minutes.

Villar attended a briefing where officials from the MPTC and NLEX officials reported the acquisition of right-of-way properties, which would allow work to start on the undeveloped portions of Segment 10.

More than 2,000 households were relocated to government housing sites in the Bulacan towns of Pandi and Norzagaray, and a resettlement site in Caloocan City, said Nemesio Castillo, NLEx Corp. vice president.  /muf

First of three segments of C5 South Link Expressway to open in March 2019

A two-kilometer segment of a toll road project that will link Costal Road in Parañaque City and Circumferential Road-5 in Taguig City is nearly halfway done and is expected to be completed by March 2019, Public Works and Highways chief Mark Villar said.

Construction is progressing on time for C5 South Link Expressway that will connect Manila–Cavite Expressway or Coastal Road and C-5, Villar announced following an inspection on the project recently.

“Cavitex Infrastructure Corporation (CIC) is nearly halfway in terms of construction accomplishment. They are currently working on the 2.2-kilometer Segment 3A-1 from SLEX/C5 Road to Merville, crossing on top of PNR station by the Skyway at grade between Nichols Toll Plaza and Bicutan,” Villar said.

“We expect to complete this segment by March 2019,” he added.

According to CIC president Luigi Bautista, girders across PNR area have been launched while long span steel girders that will cross the at grade portion of Skyway and South Luzon Expressway is set in the coming days.

After the completion of the 2.2-kilometer segment (3A-1), works will begin on the 2.1-kilometer segment (3A-2) from Merville to E. Rodriguez as well as the 1.59-kilometer segment (3B) from Rodriguez Avenue to Sucat, and the Segment 2 which starts from Sucat and ends in Coastal Road, Parañaque City.

Villar said that the DPWH is simultaneously working on road right-of-way acquisition for the project. The department has already acquired 74 percent of the road right-of-way in Segment 3A-2; 69 percent in Segment 2; and 17 percent in Segment 3B.

The whole P10-billion C5 South Link Expressway is expected for completion and full operation by 2020.

When completed, C5 South Link Expressway will be a 7.74-kilometer, 6-lane expressway that will provide access between the major business districts in Makati, Taguig area and the southern cities of Parañaque and Las Piñas, as well as Cavite. It will cut travel time from one hour and a half to just 20 to 30 minutes, Villar said.

The project will also generate at least 1,000 jobs during construction, operation and maintenance phases, the secretary added.

MPTC confident on C-5 South Link progress

Metro Pacific Tollways Corp. (MPTC), the road infrastructure arm of conglomerate Metro Pacific Investments Corp., said it has resolved various right-of-way challenges that would allow it to deliver the first section of the P10-billion C-5 South Link Expressway Project of the Manila-Cavite Toll Expressway three months ahead of schedule.

“The right-of-way issue with MIAA (Manila International Airport Authority) has been resolved. Contractually they have to finish it by June but we said we can fasttrack it,” Cavitex Infrastructure Corp. president and chief executive officer Luigi Bautista said.

The first section of the C-5 South Link Expressway Project, a 2.2-kilometer section which connects C5 to Merville in Parañaque, is now poised for completion by March next year.

The first set of girders of the main bridge have already been installed and was inspected by officials led Public Works and Highways Secretary Mark Villar yesterday.

The main bridge crosses on top of the PNR station by the Skyway at grade between Nichols Toll Plaza and Bicutan and is part of the first section of the C-5 South Link Expressway Project.

“We have launched girders starting last Oct. 6 across PNR area, and we are set to launch long span steel girders that will cross the at-grade portion of Skyway and South Luzon Expressway in the coming days. This is a critical activity of the project and we expect substantial completion after the girders are installed,” Bautista said.

“The project is progressing on time and this is good news to the estimated 50,000 vehicles that will be decongested in Sales Road in Pasay and EDSA when it starts commercial operations. Travel time from Parañaque, Las Piñas and Cavite to Taguig will be cut to 20 to 30 minutes from the usual one and a half hour drive with the direct access to C5. This is an important project which is part of the BBB program of this government,” Villar said separately.

In line with the construction, MPTC is seeking the understanding and patience of all motorists for the temporary inconvenience.

“In cooperation with the Skyway Operations and Management Corp., partial closures of Skyway and Skyway at grade during off-peak hours is implemented. This is necessary when we position and install the girders. Additionally, we are working closely with MMDA, DOTR, DPWH and the Taguig, Pasay and Parañaque LGUs on the traffic management. The completion of the launching should allow us to complete and open the Merville section of C5 South Link by the end of March of 2019,” Bautista said.

Meanwhile, San Miguel Corp. (SMC) said it is working closely with MPTC to find ways to manage traffic flow on the conglomerate’s South Luzon Expressway (SLEX) and Skyway System, both of which will be heavily affected by MPTC’s C-5 South Link Expressway project.

As Cavitex starts work to launch girders that will cross the at-grade portion of SMC’s Skyway and SLEX, the conglomerate said it expects higher traffic build-up on its expressways.

“We have offered assistance to MPIC to make sure its project gets delivered on time to minimize inconvenience and provide the full benefits of C-5 South Link to our motorists in the soonest possible time. We recognize and support government’s objective to develop a more expansive network of roads of which this new construction is part of,” SMC president and COO Ramon Ang said.

Initially, SMC, through its infrastructure unit SMC Tollways, has implemented a stop-and-go scheme from Oct. 6 up to Nov. 15 at Nichols Toll Plaza, C5 (at-grade), and Skyway Elevated segment between Magallanes and Bicutan in order to manage traffic in the area.

“SMC apologizes for the temporary inconvenience, even as it advised motorists to plan their trips ahead during the period,“ it said.

Parañaque transport terminal opening soon

The country’s first landport, the Parañaque Integrated Terminal Exchange (PITX), with a capacity for 200,000 passengers daily, starts full commercial operations next month.

One of the flagship projects of the Philippine Government to ease traffic congestion in inner Metro Manila, the 35-year Build-Transfer-Operate concession was awarded to engineering and infrastructure conglomerate Megawide in 2015.

“Preparations for the opening are in full swing,” announced Louie Ferrer, President of Megawide subsidiary MWM Terminals, Inc., developer of the PITX.

“We will be on soft opening this October with full operations scheduled this November. We are working closely with the Department of Transportation (DOTr) and affiliated agencies such as the LTFRB to ensure that we are ready.”

The PITX will serve passengers from Cavite and Batangas going to Metro Manila and vice versa, allowing transfers between different modes of land transportation such as buses, taxis, jeepneys and other PUVs.

The terminal building will have three levels. Departure bays for buses, jeepneys, and taxis are situated on the ground floor while Bus Arrival bays are located on the second floor.

The third floor is dedicated to private car parking facilities, AUV bays, and will have the future connection to the LRT-1 extension project.

PITX has a terminal capacity of 200,000 passengers per day with an expected footfall of close to 100,000 passengers daily.

The terminal systems are designed to be passenger-friendly, such as the assured seating system for buses, public information displays in multiple locations, and ample seating throughout the facility.

Automated boarding pass scanners will ensure that passengers can board buses only during their chosen trip schedules.
“Our goal is to deliver hassle-free transfers between multiple modes of transportation in PITX. Many of our technologies are being used for the first time in a bus terminal setting in the country,” Ferrer concluded.
